ÖBB consists of several independent subsidiaries responsible for infrastructure, passenger transport, freight transport, and bus services, all of which are consolidated under the holding company—the group’s parent company. ÖBB-Infrastruktur AG is responsible for the planning, construction, and operation of a 5,000-kilometer rail network, more than 1,000 train stations, and 9 hydroelectric power plants. On behalf of the federal government, it will invest more than 21 billion euros over the next six years in the construction and expansion of Austria’s rail network, thereby ensuring punctuality, safety, cleanliness, and open, non-discriminatory access to the rail system for rail transport companies.

In early 2024, the Corporate Development Department was tasked by the Executive Board with driving forward ÖBB-Infrastruktur AG’s R&D strategy for the period from 2024 to 2030. The firm 3DSE Management Consultants was engaged as a partner to develop the R&D strategy.

The joint strategy development took place in a three-step process. In the first phase, the current situation was analyzed and strategic guidelines were defined based on overarching corporate strategies. In the second phase, the key strategic elements—including the mission, vision, R&D goals, strategic directions, and enabler topics—were developed. Finally, in the third phase, the strategy was coordinated in consultation with key stakeholders, finalized, and submitted to the Executive Board of ÖBB-Infrastruktur AG for approval.

The R&D strategy focuses on key areas aimed at achieving ÖBB-INFRA’s goals across the dimensions of capacity, productivity, quality, and decarbonization. The core elements of the R&D strategy consist of three strategic R&D objectives and six effective, strategic R&D focus areas. These provide the framework for specific R&D initiatives and projects. The operationalization of the strategy was further elaborated in the form of key milestones and funding requirements, as well as KPIs and target values to guide implementation.

ÖBB is currently working with 3DSE to further refine its R&D strategy and translate its strategic R&D priorities into specific R&D initiatives and projects.
